A Scalabrinian missionary, he was Director of the Scalabrini International Migration Institute (SIMI). He has taught at various universities in Europe, America and Asia.  
Since April 2022 he has been Under-Secretary of the Dicastery for Promoting Integral Human Development, with special responsibility for migrant and refugee issues.
